Overview of the Call for Evidence

The Commission's approach to gathering evidence is based upon that developed by the Monks Commission in 2001 on the ‘Co-operative Advantage', that used by Parliamentary Select Committees and a methodology developed by the Human City Institute (HCI) in its ‘futures hearings' events of the late 1990s.

The approach includes the following major elements:

  • face-to-face hearings between groups of Commissioners and key sectors;
  • face-to-face debates with various audiences including political and policy-making audiences;
  • feedback sheets from those attending hearings and other events;
  • a general call for written evidence from any interested parties based around a series of key questions;
  • a targeted call for written evidence from specific organisations from which the Commission wants to hear;
  • an interactive approach based around the Commission website and dedicated blog to encourage debate.

Holding Hearings

These are underway with others being planned and focus on the following:

  • regional hearings with housing co-operatives in the main geographical areas of concentration;
  • hearings with key related sectors - social housing sector, other mutuals, academics, HACT Ambassadors;
  • hearings with Labour, Conservatives, Co-operative Party, Liberal Democrats, Co-operative Party, Green Party;
  • a roundtable event with the New Statesman will take the form of a recorded roundtable discussion between 6-7 Commissioners and 6-7 others invited by the magazine.
